[ANNOUNCE] FSVS 1.2.3 released

Hello everybody,

FSVS 1.2.3 is released.

This is a really minor release; only one bug was fixed (property name
"svn:mtime" could get overwritten by using the longer FSVS_* environment
variables), but portability for OSX was improved.
