How to install Snowball python module in windows

Dear Sir/Madam,

I am a PhD student. I would like to use the Snowball python version. I
downloaded it at:
http://snowball.tartarus.org/wrappers/PyStemmer-1.1.0.tar.gz.
But when I compile it in widows using Mingw, there are some errors. I
would like to know how can I build it in windows? Or is there some
.exe file, so that I can directly install the Snowball python version
in windows? Thank you very much.
