Where is the link? (Was Re: Documentation hosting)

Every time I go to upload documentation (not that often), I spend five
to fifteen minutes trying to find the page which contains this form.
Can we make it more prominent somehow?  Or at least have the directions
for finding it be on the list so that I can search for it next time?

Can you tell me where to find it?  If so, I might be able to suggest a
UI change.

That's why I can't find it!  That link is a different page than the
"edit" link visible at the top of each package page (the "Package: admin
| view | edit | files | PKG-INFO" links).  The "edit" link in that menu
is for editing the PKG-INFO for the displayed release, rather than for
managing the project as a whole.  Could we add a link into that list
which corresponds to the 'pkg_edit' action?

What should be the exact position and label of that link?

"We" can add anything that "we" want.

I propose putting the link immediately to the right of the "admin" link,
with the label "releases" (since it is primarily for managing the
visibility of releases).
