I am interested to hear your opinion regarding the differences between reporting to CEO and CFO. What's the correlation with Scrum?

There is no correlation with Scrum.

A few years ago Gartner came out and confirmed that CIOs who report to the CEO have a better chance to use the IT department to increase revenues rather than just cut costs. 

My opinion is that a new CS graduate, having the opportunity to work on projects that can increase the bottom line will do more for that persons career than just working on cost cutting will.

Scrum Guide 2011: My Favorites and Least Favorites

Here are my favorite and least favorite things about the 2011 Scrum Guide:

Favorite
  • Language has been added to say that Scrum is an all or nothing proposition -- you either do all of the practices, or you're not doing Scrum.  This is a clarification that has been a long time coming.  Scrum and XP are highly disciplined approaches, and it's important to emphasize this.
  • Backlog grooming is now a required practice of Scrum.  This is huge!
Least Favorite
  • This sentence was removed(it was in an optional tip):
    • "When rules are not stated, the users of Scrum are expected to figure out what to do."
    • IMO, this was a big mistake.  I know that language is now in the guide that Scrum is a framework and techniques vary, but I think removing this very direct statement just gives more fuel to those who don't know better that "Scrum has big holes".  The holes are intentional, and IMO, they should be stated as such.(They could use different words than the above so long as they conveyed the same straightforward message)
    • My suggestion: 
      • After this sentence:
        • "The rules of Scrum are described throughout the body of this document."
      • Put this sentence:
      • "When rules are not stated, the users of Scrum are expected to figure out what to do and then try something.  The users can then utilize the inspect-and-adapt mechanisms of Scrum’s empirical nature to guide them on their use of specific strategies and techniques."
  • No language about PO and SM not being the same person.  OTOH, David from Scrum.org did say on another thread that he would bring that issue up with Ken for the next revision.
    • My suggestion:
      • "It is never an ideal situation to have the the PO role and SM role be fulfilled by the same person.
  • No language about discouraging role sharing.
    • My suggestion:
      • "When Scrum Team members play more than one role in a Scrum Team or organization, there is often an occasion where that person might hinder the Scrum Team's progress, which creates an impediment."
I'd be very interested in others' favorite and least favorite things about the 2011 Scrum Guide.

Need few Pointers pls.

Hi,

 

Need some pointers on any References/Websites regarding the Agile Project Contract Terms during proposal creation. Please kindly let me know where I can find such samples and examples.

 

Also, request you to please direct me where I can get some good material on TDD to educate the project teams on such effective technical practices under the Scrum.

Bernie,

Depending on a specialist or approval from outside of the Scrum team is a bad smell, but sometimes things are beyond your control, so I'm going to ignore that bad smell and assume that the situation is beyond the control of your team.

Because this is a somewhat vague situation, my story would be written something like as follows:

Card: Main Action UI improvement -- "less sterile and cold"

Conversations:  Obviously you'd probably want to have a few conversations with the art director, PO, and other interested persons.

Confirmations (aka Story Tests)
1.  Test that the new main action UI (assuming your team knows exactly what that defines) has been approved by the art director.
2.  Test that the new main action UI has been approved by the PO.  (In reality, all stories should be approved by the PO so many teams don't write this story test explicitly, but I did so that you understand that from a Scrum perspective it must be approved by both.)

Hope that helps.  This kind of story is a corner case, so it's a really good question you pose.

If the response time for approvals from the art director is somewhat unpredictable or longer than a few days, I would slice off a spike that gets the approval of the new UI design in a spike story first, then a follow on story to i mplement the new UI.

Ultimately, it's going to be a call by the art director; there's going to be a lot of experimentation about color choice , objects etc. I think the uneasiness is that "it's done when it looks right" since it's really an aesthetic judgment.
