try my best based on reports and rumors

A Hebrew version 2.3.1 was released, but nobody seems to have updated the home
page. It's at ftp://ftp.openoffice.org.il/2.3.1/windows (that's a folder with
several related files). I don't know about the need to uninstall 2.4, but
that sounds like the safe way to go.

You can configure the Hebrew version to have English menus by installing an
English language pack (you can find one next to the OOo installation in the
FTP directory). This is probably your best option currently.
Your other option is to install an English version of OOo and configure it to
support Hebrew via Tools -> Options, and in the dialog, choose Language
Settings -> Languages (Hebrew is considered a Complex Text Layout language).
This option is inferior because the English OOo 2.3.1 has some Hebrew bugs
that were fixed in the Hebrew version, and OOo 2.4.0 has a bug which turns
some of the digits to Arabic (as in digits-used-in-Arabic) -- especially in
Windows and/or imported Word documents. This bug is already fixed in the code
under development, so the install-english-version-and-turn-on-Hebrew option
will become superior when 2.4.1 is released, which is planned for June.

Moshe, please note that all of the above has been discussed in the list, and
quite recently. You could have found all the answers yourself. I suspect this
is the reason why many people on this list refrained from answering.
