[marketing-educ] MPs sign EDM for FOSS in UK education

*Parliamentary opposition grows against Government IT policy in schools*

        Massive cross-party backbench support for change in government
        policy for IT in education.

        Nearly 1 in 5 backbenchers from all parties have questioned the
        exclusion of open source software from UK schools in their
        response to an early day motion (EDM) tabled by John Pugh MP.
        The motion addresses concern for government policy which stifles
        innovation and locks users into high cost software.

        The EDM, tabled on 21st November 2006, questions policy that
        promotes the exclusive use of expensive, proprietary software in
        schools.

        MPs supporting the EDM have stressed their concern that limiting
        suppliers to a select group of vendors excludes most UK-based
        SMEs that have traditionally supplied local schools.

        John Pugh MP, said:  “In my experience a school is a key part of
        the
        community and as such has a role to play in the economy of that
        community.  By supporting SMEs the local high-technology
        industry will be encouraged which will benefit everyone.”

        DfES policy favours the procurement of proprietary technologies
        from
        global brands despite extensive research by the government's
        education ICT quango, BECTA, showing that schools could save
        millions by switching to Open Source software.

        Sue McGuire, School Governor and member of the Open Schools
        Alliance
        commented "As a school governor I am concerned with the actual
        economics of the DfeS argument – someone must be able to explain
        why software that is supplied free of charge is supposed to cost
        more than similar software from the wealthiest company in the
        world.”

        ABOUT THE OPEN SCHOOLS ALLIANCE

        The Open Schools Alliance is an umbrella organisation bringing
        together companies, organisations and individuals concerned
        about ICT in UK education. These include the Open Source
        Consortium (representing OSS-focused IT companies),
        SchoolForge-UK (representing educationalists), FFII UK (central
        to the recent campaign against software patents) and UKUUG
        (representing over a thousand IT experts across the country).

"From the teacher’s perspective, Open Office (or Star Office, if you 
want) is a true workhorse. For everything from document creation, to 
spreadsheets, presentation slides, and just about anything else in the 
“office suite” domain, Open Office 2 does a stellar job. The formula 
generator is a godsend for math teachers. My book explores many other 
titles as well, but the real utility of software comes from the 
application of these tools in the hands of teachers and students. I’m a 
huge fan of inquiry-driven project-based learning, and my title list was 
selected to support this modality. That said, most of the tools I 
explored can be used in almost any educational environment from 
lecture-based delivery to pure constructivism."

list being for all children to receive a primary education.

Some participants in WSIS see OSS as one of the keys to achieving this goal.

"The first chairman of the newly formed Global Alliance for Information
and Communication Technologies and Development will be an education
advocate who is also the Board Chairman of Intel Corporation, a United
States company, the United Nations said today.

In making the announcement, UN Under-Secretary-General Jose Antonio
Ocampo said Craig Barrett “has played a critical leadership role in
advancing the objectives of the World Summit on the Information Society
and in helping to promote a transforming vision for a universal and
inclusive information society.”

Mr. Ocampo cited the new chairman’s “global reputation as a technology
ambassador for education and economic development” saying it will help
unite governments, international organizations, civil society and
business leaders in addressing the role of technology in advancing the
Millennium Development Goals (MDGs).”"
