School-owned IP address range?

Hi all,

Has anyone out there successfully applied for and implemented their own
static IP address range?  By this i mean not a static address range that
you lease from your ISP, but one that you applied for as a school
directly from APNIC.

If so, how difficult and/or costly was this process?  I'd like to have
an address range that makes us a little more independent from our ISPs,
but i'm concerned that it will be a complex and/or costly exercise.

We have 2 x Class C (203.x.x.x) address ranges, but I got them many
years ago.  Not sure about the process now.

Hi Paul,
Because we received our address range before APNIC took on their role, we have to now pay a yearly US$99 fee to
APNIC to allow us to update historic database records. We can keep the range but need to pay this
"NON-member" membership fee to make changes to handles, etc... It is not hard to apply for the range
however, as I attended the APNIC training session in Melbourne a couple of months ago. I think though that
full members pay in the vicinity of $1000-2000 to APNIC per annum, a little expensive i thought,
especially for a school. And you do need to provide some documentation on what the range will be used for. If
you need any more info let me know.

We also have our own Class C range - already implemented when I got here.
There isn't any ongoing costs as I have never received a bill.

Hmmmm...  I'm not keen on the idea of having to go to training and pay
$1K or more per year.  I might stick with the $100/yr static address
range provided by our ISP.

I don't pay any of that, Paul.
I think we were hit up for $100 or so a few years ago, but I haven't
seen any bills in recent memory ..

They don't seem to mention people (like us) who bought a Class C many
many years ago. Surely they can't just start charging us a fee for
something we have owned for years?
This paragraph particularly makes me nervous...

6.6 Address ownership
The Internet community regards address space as a scarce, public
resource that should only be distributed according to demonstrated need.
ISPs and other organisations and individuals that use address space are
considered "custodians" rather than "owners" of the resource. As address
space becomes more scarce, address space management policies may be
