Can you help me

I've downloaded the javax.usb API OS Independent
and I couldn't make it work on JBuilder

can any one help to do this on JBuilder and tell me the steps

I have the following files:

javax-usb-ri-1.0.1-1.i386.rpm
javax-usb-ri_1.0.1.tar.bz2
javax-usb-ri_1.0.1.zip
jsr80_ri-1.0.1.jar

It won't do anything without a OS implementation.
