It looks like what happens occasionally is the previous test, TestHRegionWithIdxRegion, will not
terminate but instead spin on one CPU indefinitely, causing the following test
TestHRegionWithIdxRegionNoIndexes to return unexpected results.

 <at> ryan I could go a couple ways with rebindWriterFunc().  I either need the "this" pointer to set
"this.hdfs_out", in which case I don't need to explicitly pass in any params since it's always
"this.writer".  Or I could return an OutputStream and make this function static.  I'm new to Java from an
embedded C++ background; but to me it look like this is 6 of one, half-dozen of the other.  I have a couple
internal comments about this diff I may need to apply as well, so I'll roll that change into my next diff.

you should work this against the branch for 0.20.4 - will will introduce HBASE-2219 to the branch and allow
the addition of methods in patches from now on.  So aim for the branch and we can get it in for 0.20.4 - sounds good?

I made a terribly stupid mistake: I was used to think of timestamps of seconds since epoch time (python uses
floats to express milliseconds) but HBase uses Longs of millisenconds since epoch time. So obviously, my
explicit timestamps lay way back in the past, which is why the put with timestamp was shadowed by the delete.
