MSYS/MinGW "./configure; make" built fine for me, it did not build 
loadavg.exe. Could you post a full log of your build with this error and 
the version of MSYS, MinGW please.

(I am using MSYS v1.0.10 and MinGW 3.1.0 on Win2K)

Please see the attached files:

  config.w32    ... copy from official make-3.81beta4
  config.h      ... produced by "configure <at> msys-mingw" (-> see below)
  config.W32.h-config.h.windiff.log
                ... list of different lines, produced by MS windiff

"configure <at> msys-mingw": run the following script inside MSYS' bash.exe,
where my MINGW installation is mounted at /mingw via msys\1.0\etc\fstab:
(also checked out with dstroot == srcroot)

Well, yes, but that's not what the configure script looks for.  The
comment near the test says:

  Find out whether our struct stat returns nanosecond resolution timestamps.

Aha, I thought configure <at> msys-mingw would figure out the properties of
msys' _stat, which (like current cygwin) could be HI_RES ... but it seems
that msys is only the build host, while the target is mingw which in turn
uses MS-CRTL's _stat.

If you are just starting out with Msys development, then use only the current
versions.  Check out the file download list and the appropriate distributions
will be arranged according to type of release.  Candidate releases are still
in testing, current releases are "stable".

Well, MSYS-1.0.10.exe is current, but there's no current MinGW.exe, only previous.
Will the previous MinGW.exe work with the current MSYS.exe?

Ah, I see now: "make all" runs "make all-am", which tries to build
PROGRAMS, and PROGRAMS includes loadavg.exe (which IMHO it shouldn't
on Windows, but Makefile.in doesn't know about it).
