Ten years ago, TK3 was a current way to run MVS 3.8j.
It included an old version of Hercules, required CygWin if
the old version of Hercules was used, used C3270 instead
of wc3270, had an old RPF, old IND$FILE, and many other
pieces of software without many now available updates,
had several bad VTOCs, and had many other issues.
If MVS 3.8j is wanted quickly and with many fixes not
on the original MVS Tur(n)key 3 ( TK3 ) CD image, I would
suggest:

TK3 update ( TK3UPD ) is not perfect but much easier to
get running and new users will not need as much help trying
to operate.
If practice is wanted trying to resolve years worth of
issues that have already been resolved, then the old TK3
would make sense.
