Is there a specific code page that OpenStep plist files were intended to
be written in?  The parse only deals with ASCII, but OpenGroupware /
SOPE seem to be, in some cases, generating plist files in something akin
to ISO-8859-2 [containing accented characters, etc...]  They are not
UTF-8.
